My conjecture to why the user makes renders at 2:22 would be to check if the surfaces are working in the right direction. 3:18 the user re-renders after applying lighting to allow the viewers to be able to correctly recognize the hollow 3D shape.
There are some similarities in the functions/buttons as Blender/Maya such as: the four panel view options that allow you to simultaneously see the Top, Front, Left, and User views. We don’t have display or render buttons but we do have the wired mapped vs. non-wired mapped solid views. Finally, basic resizing options (move, resize, select face/edge/corner) is also available.
3DS 4 was released 1996, and games such as Super Mario 64, Tomb Raider was famously released the same year.
SketchUp is another 3D modeling tool beyond Max, Maya, and Blender. It has a clean finish, almost tuned for architectural students looking to produce a nice presentable mock-up.
